PURPOSE

Develop, execute, and manage payroll, remuneration and benefits, and HRIS strategies, policies, and procedures to ensure correct payment of salaries and third parties, as well as the accuracy of management reporting.

KEY RESPONSIBILITIES

  • Develop and enforce rules and processes for payroll, payment, working conditions, job grading, and the Human Resource Information System.
  • During official induction sessions, present and inform newly recruited staff members on terms of service on a monthly basis.
  • Manage and maintain three payrolls for general and managerial employees, as well as pensioners.
  • Manage and maintain a separate payroll for insourced personnel paid through the City of Johannesburg payroll on the SAP HR/PY system.
  • Make audit trial reports on a monthly basis to regulate and monitor input to the SAP HR and payroll systems, as well as changes made to the SAP HR/PY system by consultants.
  • Manage and verify payment schedules and amounts before permission to ensure that salaries, third-party payments, and SARS payments are paid correctly by Finance.
  • During compensation survey processes, manage the delivery of information about remuneration and benefits.
  • Discuss and advise on salary package structure with all newly recruited managers, including executive management.
  • Ad hoc remuneration package modeling and redesign in response to internal client requirements (manager level DI and above).
  • Monitor and ensure that job grading results and reporting structure adjustments approved by the Managing Director are implemented correctly.
  • Manage, compare, interpret, and provide ad hoc, monthly, and quarterly reports to management, senior management, and executive management on overtime, absenteeism, man-hours worked, standby, employment equity data, labor relations, staff movements, and so on.
  • Implement and support software for organizational reporting frameworks and specialized reports.
  • Control and manage the establishment of new posts.
  • Initiate and manage the bidding process for the award of the contract for SAP HR/PY system maintenance support every three years, as well as the Payroll Payment Services contract every three years.
  • As needed, participate in Bid Committees.
  • Engage with third-party organizations (such as medical assistance, service providers, pension funds, SARS, UIF, consultants, and so on).
  • Identify and provide input on financial budget needs.
  • Annual budget compilation.
  • Manage the Payroll team’s performance management process in accordance with company policy.

JOB REQUIREMENTS

  • Bachelor of Science (NQF 7) in Social Sciences/Psychology/Industrial Psychology or BTech (HR)
  • 6 years of expertise in the Remuneration and Benefits function, 2 of which must be spent handling payroll management and Payroll SAP systems.
  • At least 2 years of general SAP HR experience (other than Payroll) is required.
